The Google Play store often rejects apps that are very similar (e.g. Just colour or skin changes) and will not allow re-submission. This is done to prevent copyright infringement, and could also occur even if the app is on the same Play Store account.

The best route to follow in this instance is to get “pre-approval” of your app, which can be done via this form:

Once this has been done, there is a very low likelihood of the app being rejected or suspended. You may also need to submit a document from the company or brand you are submitting the app on behalf of, to provide evidence that you have permission to submit the app.
